It sounds as though you have overplucked them, something many of us are guilty of.

You could try to condition them by rubbing some caster oil on them every night, otherwise you may have to resort to permanent makeup.

Many people have had very good results from this procedure, but just make sure you find a reputable beauty salon.

My eyebrows are really thin as I pluck them and they are bald at the end, I have to fill them in when I do my make up, they look ok when i’v done them but when I have no make up on they look stupid.

I wouldn't cut your eyebrows unless absolutely necessary. As I cannot see your eyebrow what I suggest you do is to visit a beauty salon and ask for professional advice. If this is too costly, walk into a department store and ask at one of the makeup counters.
